Select appropriate student Organization Unit(s) (OU's) and add the Highlights extension to each. If you have multiple student OU's to which you will add Highlights, you will need to repeat this process for each OU.
Device management > Chrome management > User & browser settings > (select the student OU in the left sidebar)
Scroll down to...
Apps and Extensions > and click 'apps & extensions page'
If you do not have an OU structure, it is also possible to deploy the extension to the root of your domain.
